Frank Theodore Levine was born on 29th May 1957 in Bellaire, Ohio, U.S. He is an American actor, he basically known for his film The Silence of the Lambs (1991) in which he played the roles as Buffalo Bill, he also worked in television series with the title Monk (2002-2009) and other films like American Gangster (2007), Jurassic World:Fallen Kingdom (2018), etc.

His father Charlotte Virginia and her mother Milton Dmitri Levine, who were both doctors and members of Physicians for Social Responsibility. He describes himself as a 'hillbilly Jew'. He grew up in Oak Park, Illinois. In 1975, he enrolled at Marlboro College. He worked at the age of 26 years in the hollywood industry.
