UP 69000 Teachers Bharti: SC orders to hold 37339 posts, Investigation to STF

The Hon’ble Supreme Court of India on Tuesday has ordered to hold 37339 posts in hearing Uttar Pradesh 69000 Teacher Recruitment case. Supreme Court issued an order for UP Government to hold 37339 posts and announced to take next hearing on July 14, 2020. On other hand Uttar Pradesh DGP headquarter has handed over the investigation in the bharti to UP STF. Hearing the petition over Cut off in 69K Teachers bharti the Supreme Court on Tuesday directed the UP government to hold 37,339 posts. SC was hearing the petition filed by Sikshamitra and other applicants in Uttar Pradesh 69,000 Teachers bharti in alleged 60-65% Cut off case.

In declared result only 8018 Shiksha mitras have passed in this exam out of total 45,357 forms filled for Counseling. Over the cut off case, SikshaMitra association moved to Supreme Court over alteration in cut off amid recruitment bharti.

UP 69000 Teachers Bharti Hold on 37339 Posts

On Tuesday Supreme Court ordered state Government to hold 37,339 posts as Basic Education Board had begun counseling after alloting districts declaring final merit list last week. After a year and a half of written examination, the Lucknow Bench of Allahabad High Court upheld the government's cut-off marks AS 60-65%. The Allahabad High Court directed the Basic Education Board to declare the result with 65 and 60 percent marks for Reserved & Unreserved categories respectively. Whereas Shiksha Mitras raised questions over the cut-off marks and asked that at the time of release for recruitment notification there was no mention of 60-65% cut off, which was altered amid recruitment process. Sikshamitras lodged their complaints over the change in Cut off marks, made by Basic Education Board on the verge of State Government. Siksha Mitra filed case in High Court and then moved the Supreme Court over restoring previous decision of 45 and 40 percent marks.

In the last hearing, the SC had asked the Uttar Pradesh government to get data on how many Shikshamitras have passed at the 40/45 cutoff. But Shikshamitras say that in the written examination, total 45357 Shikshamitras filled the form, out of which 8018 Shikshamitra passed with 60-65%. But there is no data on how many Instructors passed at the 40–45 cutoff. Therefore, out of 69000 posts, 37339 posts should be reserved or recruited assistant teachers or stay on the entire recruitment process.

As soon as the results of the written examination were released, the Uttar Pradesh Primary Shiksha Mitra Association moved the Supreme Court against the Allahabad High Court's decision in the 69000 assistant teacher recruitment case. In this petition filed on behalf of lawyer Gaurav Yadav, the Allahabad High Court's verdict was sought to be stayed or quashed.

Next Hearing Date 14 July

Supreme Court on Tuesday has fixed the July 14, 2020 as the next date of hearing in the case. On 3 June, the bench of Allahabad High Court Judge Alok Mathur imposed a stay on the selection process for the recruitment of 69000, stating that some of the questions asked during the examination were wrong and need to be re-examined by the Central Grants Commission.

Investigation handed over to STF-

After arrest of 5 people in alleged 69,000 Teachers bharti, Uttar Pradesh Government has handed over the investigation to STF. On Tuesday the DGP Headquarter ordered the UP STF to investigate into the recruitment of 69000 Assistant Teachers in Primary Schools of Uttar Pradesh. UP STF team has been formed under the leadership of ASP rank officer to investigate the disturbances.

Earlier questions were raised in connection to the arrest of five indulged in unfair means in Uttar Pradesh 69,000 Teacher recruitment exam from the question paper to the exam topper. Basic education minister of UP government Satish Dwivedi said in a press conference that after the complaint of one complainant, police arrested 11 people including KL Patel on charges of forgery in recruitment. The entire matter has been handed over to the STF. Imitation and negligence at the centers will be investigated. Strict action will be taken against the culprits.

The Basic Education Minister said, "In interrogation of the accused, it has come to know that a gang in association with Pancham Lal Ashram Higher Secondary School Prayagraj illegally helped the candidates in the recruitment examinations and collects money in return. If it is proved in the investigation that some candidates have passed the examination wrongly then they will be debarred. The examination center will also be debarred for future examinations. Action will be taken on the manager and other staff of the examination center. He said that the Yogi government has adopted a policy of zero tolerance towards corruption. Any person making a mess will not be spared.

Recently UP Basic Education Board began the Counseling scheduled from 3 to 6 June 2020 for Document verification after Merit list & district allotment. Amid first phase of UP 69K Teachers bharti Counseling, hearing the petitions over Cut off, Supreme Court put stay on bharti.
