University exams cancelled? Ahead of UGC’s decision these states have scrapped examinations

The University Grant Commission (UGC) is yet to take final decision on new examination guidelines for University & College examinations 2020. Ahead of the UGC’s decision several state governments have scrapped the University examinations, reviewing the situation. As per report UGC is likely to release new exam guidelines in a day or two, but there are higher chances that UGC may take decision to cancel the University exams.  

Based on reports several states including MP, Haryana, Punjab, Odisha, Maharashtra, West Bengal have decided to scrap University examinations session 2020. In the same line many of the state & central Universities have also signalled to not holding examinations.  

The HRD Ministry has cancelled board examinations, and postponed medical and engineering entrance examinations. However, the decision on university exams is yet to be taken. Students and parents have been demanding UGC to look into the matter of students’ safety and urging to cancel the University & college exams. Reviewing the situation UGC likely to take a big decision on University and College exams by Wednesday.

Earlier UGC formed two committees for looking into the matter of conducting examinations and another for new academic session & schedules. Committee formed under the Chairmanship of Vice Chancellor of Haryana Central University is assumed, has submitted its report to UGC. Based on a press report, several colleges and Universities have submitted their report to UGC and MHRD.

Several states including Rajasthan, Madhya Pradesh, Haryana, Punjab, Odisha, Maharashtra and West Bengal have directed State universities to cancel the examinations. But in country there are approximately one thousand Universities and forty-five thousand Colleges. A final decision on university & college exams special Central Universities is yet to be decided by UGC.

It is also expected that UGC may allow OBE & other form of Online examinations to those Universities who have prepared their draft.

For several Central Universities, the UGC decision is still awaited. In recent move Delhi University has decided to conduct Online OBE examinations from July 10, but on the other hand students have started raising demand to cancel the OBE exams, citing multiple difficulties in taking mock tests.

States in which University Exams are scrapped-

Nearly seven States have cancelled their college and university examinations including- Punjab, Maharashtra, Haryana, Odisha, Rajasthan, Madhya Pradesh and West Bengal, without waiting for the UGC's decision. However, some private universities have opted to conduct online examinations in these States. However, the University Grant Commission's final decision still being awaited.

Earlier to take the decision on University Examinations UGC formed a committee led by Vice-Chancellor of Central University of Haryana R.C. Kuhad. Reviewing the situation committee recommended to scrap first & second year examinations to state and central universities & final year examinations it decided to postpone till July, Committee also decided to promote students based on internal assessment and last semester/ year performance basis. On June 24, HRD Minister asked UGC to review its earlier guidelines. “The foundation for revisited guidelines shall be health and safety of students, teachers and staff,” he tweeted.
