Haryana Public Service Commission (HPSC) has decided to conduct Haryana Civil Services (HCS) Preliminary examination on the verge of UPSC. According to the proposed structure in Haryana HAS exam, state Government is trying to make ease and transparency in recruitment by adopting UPSC structure for CSAT paper. As per proposal, in HCS exam CSAT paper will be of qualifying in nature & merit will be formed on performance in General Studies paper only. "The new pattern of HCS prelim examination will be similar to the UPSC", an official said.
To bring transparency, HPSC has been recommended to adopt UPSC pattern for Haryana Civil Service Prelim examination. HCS prelim exam which consists of CSAT & General Studies paper will bear change and according to UPSC structure, CSAT paper now will be qualifying in nature and merit list will only be followed in General Studies paper. So far both the papers are being counted for Merit preparation.
New proposed structure in HCS Prelim Exam- Haryana Govt is going to adopt proposed new structure for HCS Preliminary examination. Maulding the examination as similar to UPSC Civil Service Examination, Haryana Govt is going to make changes in qualifying structure of Prelim exam. After new implementation in HCS Prelim structure, students scoring 33% or more marks in HCS Prelim CSAT paper will be declared qualified, however merit in General Studies paper will remain of same weightage.
After adopting the UPSC structure students will need to score minimum 33% marks in Prelim Exam CSAT paper (qualifying in nature). By now the CSAT paper is being considered for Preliminary merit. Merit of General Studies paper will be considered for Main examination.
Haryana HCS Exam New Pattern:
Haryana Civil Services (Executive Branch) Rules, 2008 has been amended. The new rules will be called Haryana Civil Services (Executive Branch) Amendment Rules, 2020. Now there will be 2 papers of 100 marks each (objective type) in the HCS preliminary examination.
There will be a Civil Services Aptitude Test under question-2, which includes comprehension, inter-personal skills, including communication skills, logical reasoning, and analytical ability, decision making and problem-solving, general mental ability and basic numeracy (numbers and their relations, order of magnitude, etc-Class X level), Data Interpretation (charts, graphs, tables, data sufficiency, etc Class X-level). There will be two papers of 100 marks each (objective type) in HCS preliminary examination, said Haryana govt.

HPSC HCS Prelim New Structure- According to new structure HCS prelim CSAT paper is on verge to become qualifying in nature. Candidates will require to score atleast 33% marks in CSAT, as similar to UPSC CSE Prelim. The final decision is taken by HPSC Commission on Wednesday.
HCS Prelims exam consists of two papers. First is General Studies-I and second is the CSAT. Both the papers carry 100 questions carrying one mark each. The time allotted for each paper is two hours. There is a provision of negative marking of one fourth (0.25) marks in HCS Prelim. Approximately 12 times the number of vacancies will be declared passed in the HCS Prelims result.
